The primary responsibility of developing a culture of policing lies with the police administration and state government does play the role of maintaining the sanctity of that culture.After that,we can discuss about the role of a common man in promoting that culture among the various sections of society.

Despite of paying so much attention on policing in Hazratganj area,a woman has been robbed in front of the SSP Residence in Lucknow.Nothing can be shameful than this.Who will take the responsibility of the incident; SSP,ASP,CO or SHO? Who will answer about the carelessness of the cops? What about the assurances being given on time to time for the safety of the people? What kind of example do Lucknow Police want to present before the state? Without any delay,state government should dismiss the cops on duty,SHO,CO and ASP (East) and apart from that,suspension orders should be placed on the desk of SSP.DGP is also answerable to the people,he can’t escape from his responsibility of being a top cop of the state.Mr. Chief Minister,I urge you to pay some attention towards policing in the state,apart from rolling out cash schemes and distributing sarees to the people.

The issue of police reforms has become a state of silence and helplessness.Police administration is constructing a wall of unwillingness to prevent any move which could bring reforms in policing.

If the system of police patrolling fails in any district due to carelessness on the part of policemen deployed on the duty,then all the police officers,from SP to Beat Constable,should be dismissed from the service immediately without any excuse and DIG,IG should be removed from the post immediately.Apart from that,DGP and Chief Minister must be held accountable to the people that why the carelessness has happened on the part of police administration.They must be answerable for the people of the state.The time has come now for the policemen to feel the heat of dismissal,not suspension.

The whole principle of police patrolling is flawed.Nowadays,police patrolling means to find convenient time to chat,to crack a joke,to show the people that policemen are like sitting ducks in a patrol jeep.Police administration forgot the basic principles of patrolling and senior officials of police administration do not take a single initiative to check the reality of patrolling.That’s the service,the IPS Officers are rendering to the state.Those policemen who become careless at the time of patrolling,should be dismissed from the service immediately.

Creating a new circle for Lucknow Police is not going to be proved as a magic wand.To split the area for better policing,creating enough resources,providing timely response and to be more efficient  may be some factors behind this move,but what about the accountability of those officers who are not capable of administering even a small area? Who is responsible for the rising crime graph in Lucknow? Who will bridge the gap between the expectations of the people and inefficiency of Lucknow Police? There are so many questions which the State Government and Lucknow Police has to answer before taking such move,because creating a new circle won’t prevent the system to appoint a police officer on the basis of caste and nepotism.A body can only work properly,when its organs are healthy and functioning well.

Law and Order is not only an instrument of keeping peace in the state,but it is a tool of constructing a prosperous and progressive society.Uttar Pradesh Chief Minister should realize the need for bringing the best form of practices in police administration to restore the core principles of policing.

The concept of Quick Response Team(QRT) should be scrapped immediately,because neither it is able to deliver quick response nor it is capable of taking appropriate action on time.For developing the true concept of QRT,government needs to change the ideology and conventional methods of policing,otherwise making QRT as a showpiece of commitment and responsibility is a foolish act.

Police Reforms is a subject of bringing ethics,probity and accountability in police administration,which will make a positive impact on police-public relations.

Law and Order becomes a minor subject for Uttar Pradesh Government.Police administration has understood the complete meaning and sense of irresponsibility,unaccountability and injustice.Lack of professionalism to perform a task,lack of dedication required for national service and lack of commitment to act on appropriate time to deliver justice,become the forte of Uttar Pradesh Police.
