The proposal to introduce Police Commissionerate System in four big cities of Uttar Pradesh is a welcomed move as far as implementing change in the police administration is concerned,but how much change it would be able to bring in the existing mindset of the police administration, is a serious question? Before thinking about implementing Commissionerate System,government should think about the resources which police administration today have to deal with its day to day working.Without bringing fundamental reforms in the core structure of the police administration,government is trying to serve old wine in a new bottle to a common man.Training principles have not been changed since 1947,police is still executing its functions according to the provisions laid down in the Police Act of 1861,equipments are outdated and not able to meet modern security challenges,police modernization is a subject not in focus of the government,lack of accountability on the senior level of police administration,weak intelligence network of the police in the state,irrational working hours of police personnels and so many other problems,needs an immediate attention of the state government.Police Stations are forced to keep the snake of political intervention in its backyard.The response time of the police after any incident is not commendable and matured.The behaviour of police can’t be praised by a common man.Beat Constable remains a critical weak point of policing.In an overall scenario,I can say that,Uttar Pradesh Police is a fragile structure generated by weak polity and unethical methods of policing,which can’t be revamped only be introducing Police Commissionerate System.
