What a common man understands about police reforms,is three or four things;first,a police officer should not be transferred frequently without any justifiable reason.Second,no complainant should be denied from registering a FIR.Third,a thick line of political interference or influence of powerful persons should not be drawn anywhere in the whole process, starting from registering a FIR and taking the culprit to the court.Fourth,the tradition of police officers serving political bosses should not be followed at any cost.The aforementioned four points make an introduction for elaborating the whole theory of police reforms,but,Who will explain to the people about the importance of motivation among police personnels? Who will explain to the people about the sufferings of police personnel caused by the lack of basic amenities like poor housing,negligible incentives,existence of old weaponry system in the time of modern security environment,exploitation on the part of senior police officers,working with traditional and conventional tools to control the rising crime graph in the state? Who will explain to the people about the condition of poor infrastructure of police stations? Who will explain to the people about the necessity of minor things,which in an overall perspective will have a deterrent effect on a police personnel adopting unfair means or offer bribe to fulfill his needs? Who will explain to the people the thinking of a police personnel towards a common man? Who will explain to the people about the need of structural reforms,behavioural reforms,ethical reforms in police organization? Without emphasizing on these issues,the theory of police reforms would not be able perform a result oriented experiment,which is beneficial for the whole society.But,again a million dollar question arises,that,Who will take the first step?
