Uttar Pradesh Police have reached the whole new level of depravity.Instead of implementing the basic principles of policing,they are fulfilling their self interests by providing service to only political class in the state.When an IPS Officer sits at minister’s feet,then it not only destroys the moral and ethical values of a person in uniform,but it also makes an IPS officer guilty of betraying the people of state.It also shows the frailty of an IPS Officer.Conduct and behaviour of Uttar Pradesh Police weaken the social fabric of largest state in India.Uttar Pradesh Police is guilty of shaking the foundation of our constitution.Political masters,who are administering and controlling the police organization is writing a new definition of policing by making policemen engaged in all kind of unwarranted and criminal activities.Mutual trust between a common man and policeman,having faith in our system of policing have become a matter of past.What can we expect from Uttar Pradesh police,if it is not capable of providing safety to our women? What can we expect from Uttar Pradesh police,if it is continuously engaged in diminishing the relevance of community policing? What can we expect from Uttar Pradesh police,if it wants to tarnish the image of police by presenting itself the strongest admirer of political class? The values of democracy also lies in having fair,transparent and efficient system of policing in the state.The time has come,when every voter of this country should demand the implementation of police reforms by making this issue of prime importance in assembly elections?

Infrastructure development of police stations is a crucial aspect of implementing police reforms with a vision in mind of creating professional police force for maintaining standards of law and order in the state.

To build up institutional mechanism in implementing police reforms is an important step towards developing higher standards of policing and making police administration efficient and effective in facing modern challenges of law and order. 

Lucknow Police started an initiative to induct youth of the city as “Mitra Police”.But,what surprised me,when yesterday,I called SHO of a Police Station and asked him about the details of this intiaitive,he answered me politely,”Hume nahi pata bhai.” 

The institutional architecture of police organization has failed to invent the new standards of policing.

Police reforms is not only about bringing behavioural and structural changes in police organization,but the most important part of these reforms is to implement the intelligent principles of policing,which comes with adopting targeted approach towards making an ideal state with ideal policing.

Uttar Pradesh Police failed in its duty to protect and secure the citizens of the state.Inhumane acts committed against civilians,destroy the basic principle of policing.Political heart is pumping the blood around the body of police administration,that’s why,Uttar Pradesh Police is following the path of immoral and unethical ways of policing.

ADG (Law and Order),Uttar Pradesh Police has issued a circular asking for special screenings of films like,’Dabangg’,’Ab tak Chappan’ and ‘Singham’, is not only a bogus idea,but also shameful for the police administration of Uttar Pradesh.It means that state government is unwilling to provide conducive environment to police administration to act in a fair and transparent way and IPS Officers are totally incompetent and helpless to boost the morale and motivation of their policemen.I am totally unable to understand the basis of comparison between a reel life cop and a real cop.It clearly reveals,that IPS Officers are not willing to develop a leadership quality in themselves,which is a basic need of police administration.Instead of motivating their own policemen,now a Superintendent of Police will rely on a movie to become a morale builder for police personnels.I would like to ask a simple question from Uttar Pradesh Police administration,”Would these movie be able to find a cure for political cancer?” 

An IPS Officer should have a personality of an influential and effective leader,so that other citizens get encourage to join elite service to serve their country in a patriotic way.An IPS Officer’s performance should only be measured in terms of ideal,rational and high standard of policing.An IPS Officer should represent the changing face of police leadership.

Uttar Pradesh Police administration is governed by lip service of Chief Minister and empty assurances of DGP.Definition of policing has changed in Uttar Pradesh.Here,policing means showing a dance of shame at Police Station on the occasion of Holi,feeling pride and honour in exploiting a woman,protecting the dignity of police administration by not registering an FIR,preserving the sanctity of the oath by showing disrespect to the uniform.Policing in Uttar Pradesh is a game of political play,in which people are the biggest loser.

Indiscipline behaviour,immoral policing act,unethical attiude and immature thoughts are some form of phrases,which Uttar Pradesh Policemen used on the occasion of Holi in Meerut.The way in which Uttar Pradesh Policemen behaved on the festival of Holi in Meerut,can only be described as a dirty picture of the largest single police force in the country.It is shame for you Mr. Chief Minister.You alongwith the DGP,should apologize for this shameful act by Uttar Pradesh Police.Suspension of those policemen is like rewarding the people of this state with criminals in uniform. ”Mukhyamantri Saheb,hume to samajh mein nahi aa raha,ki aapka yeh kaun sa tareeka hai rajya sarkar chalane ka aur kaun sa rajdharma nibha rahe hain aap?”

The statement of Chief Minister of Uttar Pradesh ,that officers of the rank of Deputy Inspector General (DIG) will now be held accountable for law and order problems in the state,instead of junior staff,can be satisfactory upto some extent,but not revealed the scenes behind the curtain.By giving this statement,Chief Minister wants to shield the officers of the rank of SP,because SSP/SP is the police chief of a district and he should be held accountable for what’s happening in his/her district.SP is the incharge of all the police stations of the district,so why he should not be held accountable for problems of law and order in the district.He should be the first person to be held accountable and responsible for the problem regarding Law and Order, and who will fix the accountability of IG,ADG and DGP.It means that the officers of rank of IG,ADG and DGP should take sound sleep,because nobody will ask them anything.   Mr. Chief Minister,I am unable to understand your concept.

Uttar Pradesh police lacks courage and determination to follow the standard methods of policing.IPS Officers lack the quality of leadership and personality to encourage their subordinates to act like a disciplined and professional police force in the country.IPS Officer represents the pride and dignity of the police force in the state,but unfortunately,now an IPS Officer only represents a person with a blue beacon fitted ambassador car,nothing else.

The statement of IG(Law and Order),Uttar Pradesh Police,to provide training to ASPs on what should be the way of talking and behaving with a common man,clearly reveals the nature of disaster from which Uttar Pradesh Police is going through.I am totally surprised with this statement.I mean,just imagine,an officer of the rank of ASP,imparting training on how to talk and behave with a common man.It means,that those police officers did not learn anything from the training,which they took in the police academy and it also reflects the poor and outdated methods of training.This is shameful and disappointing and showing disrespect to our national emblem,decorated on the shoulders of ASP.Is the state bound to take the service of these kind of police officers,who even do not know how to talk and behave with a victim,or the state government don’t want to bring reforms in police training and beahviour? This is the question,which the Chief Minister has to answer to the people of this state.

Role and Relationship of police in transforming the process of policing,into user friendly and justice oriented system comes with a roadmap defined through police reforms.

The rigid behaviour of police administration and stubborn attitude of the state government to not implement police reforms,symbolizes unimaginative thinking of ideal policing.

When policemen ask women not to travel in the night because city is unsafe,then they first declare themselves as an impotent,and then say to the women,”We are very sorry,we cannot protect you because we are impotent and our conscience do not allow to protect women,because our moral and ethical values have been destroyed on the same day,we joined the police force.” But,the most shameful part is an endorsement of this nonsense piece of attitude by an IPS Officer.

A policeman inherited feudal mindset from the society,the environment in which he lives in and somewhere his training promotes and endorses the mindset with which he enters into the police academy.Apathy towards crime against women,insensitivity towards people’s aspirations,unwillingness to act genuinely and fairly in a criminal case are all constitute to form a ghost of fear and negligence,which is destroying the principles and values of police administration and here,IPS Officers are only playing the role of mute spectators.

Director General of Police is a political mask of the state government.As the top cop of the state,DGP has the responsibility to make strict supervision and effective monitoring of the police administration in the state,but DGP becomes a very significant political tool to fulfill the political ambitions of the ruling party in the state.If any DGP is not competent enough to protect the interest of his subordinates,then the safety and security of a common man is like a joke to him.After the killing of DSP in Pratapgarh,DGP of UP should feel ashamed of himself.DGP Saheb….Only wearing the uniform of the DGP,doesn’t make you efficient and capable of leading the police administration in the state.

Transfer of Superintendent of Police after killing of DSP in Pratapgarh,clearly shows the lack of will on the part of the state government to act in a fair way.I have said many times that Superintendent of Police must be held accountable for what is happening in his/her district.After this gruesome incident,SP of Pratapgarh should be dismissed immediately and all kind of allowances should be taken away from him.In this case,injustice to the wife of slain DSP started at the point,when instead of dismissing the SP,he was transferred for this blunder and those policemen who left the DSP in that horrible condition should be dismissed and sent to jail for the whole life.
