The concept of Quick Response Team(QRT) should be scrapped immediately,because neither it is able to deliver quick response nor it is capable of taking appropriate action on time.For developing the true concept of QRT,government needs to change the ideology and conventional methods of policing,otherwise making QRT as a showpiece of commitment and responsibility is a foolish act.

Police Reforms is a subject of bringing ethics,probity and accountability in police administration,which will make a positive impact on police-public relations.

Law and Order becomes a minor subject for Uttar Pradesh Government.Police administration has understood the complete meaning and sense of irresponsibility,unaccountability and injustice.Lack of professionalism to perform a task,lack of dedication required for national service and lack of commitment to act on appropriate time to deliver justice,become the forte of Uttar Pradesh Police.

Lack of effective and quality leadership in police administration is the major source of trust deficit between police and people.

Behavioural and structural changes in police administration will bring the desired social change in the form of trust and belief.

The immune system of our internal security could only be strengthened by the implementation of police reforms.

The implementation of police reforms will help in restoring the sense of dignity to the common man.

Challenge,Commitment,Conceptualisation and Consensus are the four components that would constitute to form the process of initiating the police reforms in a state. 

Moral and Ethical values are the two most important components of the structure of behavioural reforms in police organization,but at the same time,responsibility and accountability are the implementation drivers of those reforms on the ground.
