Police Reforms is not like a magic wand,which will create a beautiful angel and the whole system gets restructured and clean,in the blink of an eye.The issue of police reforms is like a book in which all the pages are empty and it depends upon the government,whether it wants to write the history of politically armed police force or to write new chapters of police reforms,which will be remembered so much for the glory of our country.

The implementation of Police Reforms is a gift to an old police administrative structure who lost the hope of living with pride and honour and whose contribution is vital in building a vibrant and dynamic society.

Two or three transfers in a week can’t boost up the morale of Police Officers.A decision about the transfer should be taken with an open and strategic mind.Second or third opinion in transferring police officers leads to a fractured police administration. Only Pure Polity can become a chemotherapy to cure administrative cancer.

The proposal to introduce Police Commissionerate System in four big cities of Uttar Pradesh is a welcomed move as far as implementing change in the police administration is concerned,but how much change it would be able to bring in the existing mindset of the police administration, is a serious question? Before thinking about implementing Commissionerate System,government should think about the resources which police administration today have to deal with its day to day working.Without bringing fundamental reforms in the core structure of the police administration,government is trying to serve old wine in a new bottle to a common man.Training principles have not been changed since 1947,police is still executing its functions according to the provisions laid down in the Police Act of 1861,equipments are outdated and not able to meet modern security challenges,police modernization is a subject not in focus of the government,lack of accountability on the senior level of police administration,weak intelligence network of the police in the state,irrational working hours of police personnels and so many other problems,needs an immediate attention of the state government.Police Stations are forced to keep the snake of political intervention in its backyard.The response time of the police after any incident is not commendable and matured.The behaviour of police can’t be praised by a common man.Beat Constable remains a critical weak point of policing.In an overall scenario,I can say that,Uttar Pradesh Police is a fragile structure generated by weak polity and unethical methods of policing,which can’t be revamped only be introducing Police Commissionerate System.

State governments should separate the budget allocation for police organization from general budget.There is too much scope for the development of infrastucture and modernization of police and separate budget would be able to meet coming challenges for the police.A well developed,well equipped,coordinated and modernized police organization will be able to bring a change at the root level of concept of formation of police organization.

The issue of National Security is falling into the rift of political mistrust and constitutional principles.National Security is definitely a collective responsibility of center and states,but when the matter of implementing  the police reforms comes,then states look in its backyard to find a political argument,which is completely out of my understanding.If India constitutes any intelligence or counter-terrorism agency,which has specialties brought from the heaven,would not be able to reach its destination until and unless it is backed by police reforms.

What a common man understands about police reforms,is three or four things;first,a police officer should not be transferred frequently without any justifiable reason.Second,no complainant should be denied from registering a FIR.Third,a thick line of political interference or influence of powerful persons should not be drawn anywhere in the whole process, starting from registering a FIR and taking the culprit to the court.Fourth,the tradition of police officers serving political bosses should not be followed at any cost.The aforementioned four points make an introduction for elaborating the whole theory of police reforms,but,Who will explain to the people about the importance of motivation among police personnels? Who will explain to the people about the sufferings of police personnel caused by the lack of basic amenities like poor housing,negligible incentives,existence of old weaponry system in the time of modern security environment,exploitation on the part of senior police officers,working with traditional and conventional tools to control the rising crime graph in the state? Who will explain to the people about the condition of poor infrastructure of police stations? Who will explain to the people about the necessity of minor things,which in an overall perspective will have a deterrent effect on a police personnel adopting unfair means or offer bribe to fulfill his needs? Who will explain to the people the thinking of a police personnel towards a common man? Who will explain to the people about the need of structural reforms,behavioural reforms,ethical reforms in police organization? Without emphasizing on these issues,the theory of police reforms would not be able perform a result oriented experiment,which is beneficial for the whole society.But,again a million dollar question arises,that,Who will take the first step?
