Trust deficit must be removed

An administration without a police executive is powerless.Police is the most effective weapon for maintaining Law and Order in the state.Police is always connected with our daily life.You can imagine a town without a police force.Whatever happens in police force ,that affect us.Today, the function of police has increased manifold.Now police is not only responsible for maintaining law and order,it has the responsibility of bridging a gap between the police and people and to make the environment peaceful and full of trust.Actually,due to heavy workload police is not be able to perform these type of tasks and it leads to mistrust between a policeman and aam aadmi in the modern society.The expectations of people are high from the police.But due to increasing mistrust,people don’t do complain to them because people’s perception is that they won’t get anything by registering an FIR.It is true upto some extent but this not the whole truth.It’s true upto some extent but this is not the whole truth.

                                                                    Community Policing is the best way to bridge trust deficit.Community Policing connects people directly to police and people can understand the work culture of police.Uttar Pradesh Police desperately needs this.For this,seminar on police people interface,general assembly can be organized by the police forces in their respective areas.Presence of children is must in these type of assemblies because children generally have a fear for police in their mind and they don’t want to interact with a policeman.In the near future,police will face too many new challenges and cooperation with people is essential to overcome these challenges.So,police should be ready to face the modern time.

Thanks to Supreme Court

A step has been taken by Uttar Pradesh Government towards police reforms.Now,Station House Officer(SHO),Circle Officer(CO),Additional Superintendent of Police(ASP),Superintendent of Police(SP),Senior Superintendent of Police(SSP),Deputy Inspector General(DIG),Inspector General of Police(IGP),Additional Director General of Police(ADGP) and Director General of Police(DGP) will have a minimum tenure of two years,means from SHO to DGP will remain on their position till two years provided that they will work with honesty.This is beginning and i m happy with this decision.In another decision,State Security Commission will be constituted in which a member of an opposition party will be included for providing the environment free of political pressure to our police force.But,this is only step,there are still many steps needed to make our police force efficient,strong and capable to fight against criminals in any condition.

Senstivity of Uttar Pradesh Policemen.

Law and Order is the top priority for any state government.Police is

the most important organ of a state to maintain Law and Order but it

depends on both the government and police to make the state peaceful

so that development takes place in a systematic way without any

problem.But it is also the responsibility of police to be

vigilant,which most of the police forces are not and the good example

of that is Uttar Pradesh Police.When the judgement on Ayodhya came

then before that Uttar Pradesh Police gave it best not because of they

are sensitive towards the peace of state but due to the strictness of

the state government.At that time UP Police got too much praise for

their good work.But,in general days you can see the real face of Uttar

Pradesh Police.Police check posts have been made but most of them are

today in bad condition,some of them were locked,some of them has one

or two policemen who are performing their duty and very few have four

or five policemen who are performing their task but they have a lack

of sensitivity and commitment.I m going to give a best example of

this.In Lucknow,a modern police check post has been made in Charbagh

Area(Area having Lucknow Railway Station).This is a sensitive area due

to existence of railway station.Thousands of people pass from this

area daily.The Police Check post is fully Air Conditioned,Two CCTVs

were installed,flower pots are placed to make the check post beautiful

and a screen has been fitted on the top of the check post in which a

very beautiful and motivating message gets display in every

evening,"Lucknow Police Welcomes You."In an overall perspective,this

check post is full of technology and suitable for policemen but

policemen posted on this check post became lazy and they always sit

inside the check post and do gossips.There is no need for them to look

outside that what is happening.Seniior Officers don't feel the need to

do a surprise inspection.Untill and unless accountability will not be

fixed for Senior Officers like SPs,DIGs,IGs,situation will remain the

same and money spend on constructing a modern check post go worthless.

Use of Information Technology.

Uttar Pradesh Police lacks in use of Information Technology to tackle crime and for other purposes.In Uttar Pradesh,there are only few districts in which police have maintained their own website.Website is a suitable platform to lodge a complaint and as we know people are getting more and more access to internet,so in that situation importance of website increases.Today technology has become pivotal in our daily work.DPCs should also take an initiative towards this revolutionary step and govt. too needs to add more money in budget allocated to police department.The process of making a Police Station computerized is going on but after making it computerized govt. is not providing the budget to maintain the computers due to which policemen are forced to withdraw money from other sources that is illegal but what they do in this situation? I think there is a immediate need to increase the budget allocation and make Uttar Pradesh Police people friendly in terms of Information Technology.

Quick transfers is the major problem in Uttar Pradesh.

Transfers has became a major problem in Uttar Pradesh Police Department.More than 700 IPS Officers were transferred from one district to another since May 2007.Bareilly has seen 12 SSPs in 6 months.If an officer has received transfer orders then also he is not sure whether he would remain in that distrcit for 24 hours or not because many times an officer get two transfer orders with 24 hours.This is really ridiculous.This is not the way to maintain Law and Order situation in the district..Supreme Court has said that an officer should remain for at least two years in one district but this recommendation has been totally ignored by Uttar Pradesh Government.If an officer doesn't get time to understand the situaition and concerns of a common man then how would be he able to sort out those problems? But,it is also true that few officers start their work immediately after getting posted from one district to another but generally an officer should get sufficient time to control crime in his/her district.

The incident which i will never forget till my death.

Yesterday,a policeman said to me "Sorry Bhaiya" and at that point of time he has not done that kind of mistake for which i can say him guilty but i was glad to hear a word "Sorry" from him.So,i urge you to not blame the whole police department due to the behaviour for some policeman.Try to interact with them because they are also human beings and in every profession u will find every type of person like ill mannered, cruel etc.

Policemen have various problems but i agree that some policemen are involved in taking bribe and getting promotion but i only want to say that,"Imagine a town without police force."

There is a need of effective management in Uttar Pradesh Police.

Uttar Pradesh Police is not a weak police force and it is also not true that Uttar Pradesh Police do nothing to stop crime.Police is conducting raids to nab wanted criminals but problem is of management.The system is very old and due to this police is not getting that kind of success which it wants.Red tapism is a major problem in police which slows down the work.Actually,Uttar Pradesh Police have a limited number of resources because government is not sensitive as it should be towards our policemen,so there is a need to make a best use of these resources and this is what we called management but for this initiative should be taken by Senior Police Officers because nobody in government pays attention towards the matter raised by a constable.It is also true that Senior Police Officers are also going through the same problem but at least they have a chance to share their concerns with the top officials of the administration.There are so many limitations for policemen but to make a police force better and efficient and sensitive towards their duty,there is a urgent need of management in Uttar Pradesh Police and Former DGP Vikram Singh has also raised the same point.Only due to him ,today Uttar Pradesh Civil Aviation Department has 6 helicopters,among them helicopters are used to do patrolling in naxal areas.

Crime Graph is rising continously in Uttar Pradesh.

When BSP government came to power in May 2007 ,then a ray of hope was seen among people of Uttar Pradesh about controlling rising crime in UP because Ms. Mayawati became Chief Minister who always act tough against crime and her top priority was to to get state rid of criminals.In first two years of BSP regime,crime was controlled in an effective manner.Law and Order Review meeting by Chief Minister herself,warning given to officers and action taken against lazy officers were some of the initiatives taken by govt. but after that two years slowly slowly govt.became lazy on the law and order front and today situation is worse than earlier.Repalcement of SSP rank officers with DIG rank officers in 8 mahanagars and remaoval of Zonal IG post made the situation worsen.Today,situation in UP is getting worse day by day and a common man is totally feeling unsafe under the regime of present govt.Patrolling is getting lessen day by day,insensitivity of IPS officers,laziness shown by govt. etc are some of the examples of poor Law and Order situation in Uttar Pradesh.

Need to overhaul the whole system.

The working system of Uttar Pradesh Police is very complex..If anyone wants to understand the whole system of Uttar Pradesh Police as a layman,then he/she needs at least three years of complete dedication because we often see a shocking incidents in Uttar Pradesh Police.Actually,the whole structure of UP Police is very complex.There is a lack of police personnel,the environment in which UP Police personnels are working is turbulent,lack of modernisation of arms and police vehicles,lack of dedication towards work due to lengthy procedure,low morale,unsuitable environment and so on.When i see the condition of police personnel,then it really hurts me.When i see their dirty uniform,tension reflecting on their face.pressure of seniors the  it forced me to think that if this kind of condition a policeman have then how would one motivate to join the police force Turly speaking it looks like they are not the part of our society due to the behaviour of a common man towards them.

                                                                      This is a serious problem which is affecting the efficiency and morale of police personnels in Uttar Pradesh.I urge our Honourable Chief Minister to look upon this problem because police force is our real strength and they need the support of everyone to give their best and especially the state government.

Commendable work by Uttar Pradesh Police

Uttar Pradesh Police has done a commendable work by maintaining peace and calm in state after the verdict on Ayodhya issue.Police has really work hard for last tow months for maintaining the peaceful environment in UP.Police have constitued committees to review the law and order situation in colonies of various cities of state.I think in the history of Uttar Pradesh Police,this type of work has not been done ever.Accountability of every policeman is fixed and every policeman has done his work seriously.

                                                                       I MUST APPRECIATE THE WHOLE POLICE DEPARTMENT OF UTTAR PRADESH.
