Challenge,Commitment,Conceptualisation and Consensus are the four components that would constitute to form the process of initiating the police reforms in a state. 

Moral and Ethical values are the two most important components of the structure of behavioural reforms in police organization,but at the same time,responsibility and accountability are the implementation drivers of those reforms on the ground.

Old methodology,inadequate instruments of good policing and lack of modern technology are some of the crucial factors responsible for the failure of police intelligence.

The implementation of police reforms will come as a certificate of zero intervention for political class in the functioning of police department.

Police organization has been considered as a class of school kids by political class and there is no tradition of shouting and disagreement,because police personnels have been taught to secure political interest at the cost of safety and security of a common man.

Uttar Pradesh Police is not only lacking in modern technology systems to check the crime and other unwarranted incidents in the state,but it also doesn’t have the capability and capacity to install modern technology systems.The most important place to monitor the criminal activities is the police station,and we all know very well,that the police stations based in Uttar Pradesh are simply not prepared and devised to cater for present needs,which is not only an injustice to the people,but a sign of weakness and helplessness.

Political establishment has secured strategic depth in police organization,due to which the strategy making process in the matter of internal security is always override by political ambitions and the common man is the ultimate sufferer.

Implementation of Police Reforms will not only change the identity of police,but it will also build a culture of accountability and responsibility in the police organization.

Existence of political patronage system within the police system lead to the distortion of functioning pattern and structure of entire police organization,which results in the creation of new system,dedicated to political class for achieving political ambitions at the cost of nation’s security.
