Today,Uttar Pradesh Police vehicles are in a very bad condition.Most of the police vehicles are not properly coloured,they have a rust on them,if blue lights are destroyed then there is no concern to repair them,lack of riots control vehicles,system fitted inside the vehicle are getting old,police vehicles carrying prisoners are on the stage of getting expired.It is very shameful for the state government that it don’t have a fund for modernizing their political instrument,it clearly shows that police modernization is totally out of agenda of State Government.Infact,every Police Jeep should be equipped with GPS,so that when any person call police, then that person should be enable to know the position of police vehicle and the number of police officer who is going on the spot should be given to that person,because everybody knows our police is very very slow in reaching the destination of crime,yes I agree that lack of police personnels is a major cause of this problem but this problem can be solved.Increasing the number of police personnels is a first step towards police reforms.

Interesting note: From 1st to 10th January,2011,Lucknow was covered with dense fog and between 1st and 10th january,police has patrolled the area for six consecutive days.Generally,police patrolling is conducted between 12:00 am and 1:00 am and most of the crimes are committed between 1:00 am to 3:00 am.

Uttar Pradesh Police has almost lost it's Integrity.
Uttar Pradesh Police can adopt any measure to fulfill it’s objective.Policemen can pick up an innocent person and make him convicted,policemen can do fake encounter of an innocent person,policemen can frame the charges of theft on the child having age of 8 years,policemen can abuse woman,policemen can do anything and unfortunately these features are present in the policemen of Uttar Pradesh.I m not saying all policemen are involved in these type of activities but most of them are involved in those activities which are totally against their moral values.Uttar Pradesh Police became a political force.Police is acting like a instrument for fulfilling political ambitions.Senior Police Officers always talk about the change in the working pattern of police force but blue light beacon car with a flag of Uttar Pradesh Police and sparkling stars on the government vehicle make them proud of being an IPS Officer,not a civil servant.I know there is political pressure and they have to take care of their families.Due to rapid transfers,study of their children get affected and their motivation and morale goes down but they are not helpless in performing every task related to their duty.When senior police officer got a new posting,he always talks about the change in the behaviour of police force but where is the result? Ask the people about those officers who have done a commendable work,ask the people of Hathras about Subhash Chandra Dubey,people of hathras have protested against the transfer of Subhash Dubey,ask the people of Lucknow about Akhil Kumar?What measures they have adopted to win the hearts of people? At least other senior officers should find the answers of these questions.

Relation between superior and subordinate
Police has hierarichical based structure.It starts from the lowest level which is occupied by the Police Constable and goes upto higest level which is occupied by the Director General of Police(DGP) who is the seniormost IPS Officer of the state.Today,every organisation needs an effective management and Uttar Pradesh Police is the largest police force working under a single command.If an organisation want to achieve it's objective then it is very essential that better relations should exist between superior and subordinate.But,this factor completely lacks in police department.Senior Police Officers doesn't understand the problem of their subordinates and treat their subordinates like servants.Many times, this become the reason of misbaheviour by the police constables for people.Once a police constable said to my friend,"We respect IPS Officers because they have done a lot of hardwork in studies to achieve this position,otherwise by nature mostly are very rude and act like dictators."However,few IPS Officers have a friendly nature for their subordinates but sometimes they are also bound by political decisions.The time has come now to eradicate this kind of behaviour in Uttar Pradesh Police.
We got bad response from policemen about their superiors.Policeman who have done a commendable work,his name should be recommended for out of turn promotion by their superiors but unfortunately this doesn't happen and ultimately all the praise goes to superiors.

An artificial show of making trust among people
When New Year comes,everybody takes a new pledge and try to work on it throughout the year,some get success while some get failure but you know Senior Police Officers take the same pledge every year i.e to control crime,to make the process transparent for registering an FIR,to get tough on those who violate the rules,to teach their subordinates for showing good behavior towards common man,to teach their subordinates not to engage in those activities which harm the image of police,but on the first day of next year they again take this same pledge because they have so many excuses for that.Though,some police officers do manage to fulfill their promises and they give their best for making better policing but the number of these kind of officers are very few.It is right that the quantity of corruption in police is less but Uttar Pradesh Police is getting weaker and weaker due to which police is even not able to solve the case of chain snatching or they don’t want to resolve that issue.Whatever,a common man always get hurts in midst of this.

Trust deficit must be removed
An administration without a police executive is powerless.Police is the most effective weapon for maintaining Law and Order in the state.Police is always connected with our daily life.You can imagine a town without a police force.Whatever happens in police force ,that affect us.Today, the function of police has increased manifold.Now police is not only responsible for maintaining law and order,it has the responsibility of bridging a gap between the police and people and to make the environment peaceful and full of trust.Actually,due to heavy workload police is not be able to perform these type of tasks and it leads to mistrust between a policeman and aam aadmi in the modern society.The expectations of people are high from the police.But due to increasing mistrust,people don’t do complain to them because people’s perception is that they won’t get anything by registering an FIR.It is true upto some extent but this not the whole truth.It’s true upto some extent but this is not the whole truth.
Community Policing is the best way to bridge trust deficit.Community Policing connects people directly to police and people can understand the work culture of police.Uttar Pradesh Police desperately needs this.For this,seminar on police people interface,general assembly can be organized by the police forces in their respective areas.Presence of children is must in these type of assemblies because children generally have a fear for police in their mind and they don’t want to interact with a policeman.In the near future,police will face too many new challenges and cooperation with people is essential to overcome these challenges.So,police should be ready to face the modern time.

Thanks to Supreme Court
A step has been taken by Uttar Pradesh Government towards police reforms.Now,Station House Officer(SHO),Circle Officer(CO),Additional Superintendent of Police(ASP),Superintendent of Police(SP),Senior Superintendent of Police(SSP),Deputy Inspector General(DIG),Inspector General of Police(IGP),Additional Director General of Police(ADGP) and Director General of Police(DGP) will have a minimum tenure of two years,means from SHO to DGP will remain on their position till two years provided that they will work with honesty.This is beginning and i m happy with this decision.In another decision,State Security Commission will be constituted in which a member of an opposition party will be included for providing the environment free of political pressure to our police force.But,this is only step,there are still many steps needed to make our police force efficient,strong and capable to fight against criminals in any condition.
Senstivity of Uttar Pradesh Policemen.
Law and Order is the top priority for any state government.Police is
the most important organ of a state to maintain Law and Order but it
depends on both the government and police to make the state peaceful
so that development takes place in a systematic way without any
problem.But it is also the responsibility of police to be
vigilant,which most of the police forces are not and the good example
of that is Uttar Pradesh Police.When the judgement on Ayodhya came
then before that Uttar Pradesh Police gave it best not because of they
are sensitive towards the peace of state but due to the strictness of
the state government.At that time UP Police got too much praise for
their good work.But,in general days you can see the real face of Uttar
Pradesh Police.Police check posts have been made but most of them are
today in bad condition,some of them were locked,some of them has one
or two policemen who are performing their duty and very few have four
or five policemen who are performing their task but they have a lack
of sensitivity and commitment.I m going to give a best example of
this.In Lucknow,a modern police check post has been made in Charbagh
Area(Area having Lucknow Railway Station).This is a sensitive area due
to existence of railway station.Thousands of people pass from this
area daily.The Police Check post is fully Air Conditioned,Two CCTVs
were installed,flower pots are placed to make the check post beautiful
and a screen has been fitted on the top of the check post in which a
very beautiful and motivating message gets display in every
evening,"Lucknow Police Welcomes You."In an overall perspective,this
check post is full of technology and suitable for policemen but
policemen posted on this check post became lazy and they always sit
inside the check post and do gossips.There is no need for them to look
outside that what is happening.Seniior Officers don't feel the need to
do a surprise inspection.Untill and unless accountability will not be
fixed for Senior Officers like SPs,DIGs,IGs,situation will remain the
same and money spend on constructing a modern check post go worthless.

Use of Information Technology.
Uttar Pradesh Police lacks in use of Information Technology to tackle crime and for other purposes.In Uttar Pradesh,there are only few districts in which police have maintained their own website.Website is a suitable platform to lodge a complaint and as we know people are getting more and more access to internet,so in that situation importance of website increases.Today technology has become pivotal in our daily work.DPCs should also take an initiative towards this revolutionary step and govt. too needs to add more money in budget allocated to police department.The process of making a Police Station computerized is going on but after making it computerized govt. is not providing the budget to maintain the computers due to which policemen are forced to withdraw money from other sources that is illegal but what they do in this situation? I think there is a immediate need to increase the budget allocation and make Uttar Pradesh Police people friendly in terms of Information Technology.
Quick transfers is the major problem in Uttar Pradesh.
Transfers has became a major problem in Uttar Pradesh Police Department.More than 700 IPS Officers were transferred from one district to another since May 2007.Bareilly has seen 12 SSPs in 6 months.If an officer has received transfer orders then also he is not sure whether he would remain in that distrcit for 24 hours or not because many times an officer get two transfer orders with 24 hours.This is really ridiculous.This is not the way to maintain Law and Order situation in the district..Supreme Court has said that an officer should remain for at least two years in one district but this recommendation has been totally ignored by Uttar Pradesh Government.If an officer doesn't get time to understand the situaition and concerns of a common man then how would be he able to sort out those problems? But,it is also true that few officers start their work immediately after getting posted from one district to another but generally an officer should get sufficient time to control crime in his/her district.
